With reference to your letter of the 11. October 1895, 17633/95. forwarding a letter from a Netherland Petroleum Company affecting against the decision that their petroleum tanks at Hongkong should be constructed underground; and Engliering whether Lord Lansdowne

to deseris, ow military grounds, insist upon the tanks being underground; I am directed to acquaint you for the information of the decretary of State for the Colonies that Lord Lansdowne finds no reason in the papers, which are returned, to justify a reversal of the decision already gwein.
